本片讲述了1970年代德国极左恐怖组织“红军支队”的兴衰史。由安德里亚斯·巴德尔（莫里兹·布雷多 Moritz Bleibtreu饰）和乌尔丽克·迈因霍夫（马蒂娜·戈黛特 Martina Gedeck饰）领导的德国无政府主义组织“红军支队”，从1972年开始一直从事极左的恐怖活动。在标榜以德国“国家道德腐败”的名义下，该组织试图创建一个更加人性化的社会体制。然而他们正是用以暴制暴的方式，犯下了多起暗杀、爆炸攻击以及绑架的罪行，所谓的人性在嗜血成性的恐怖事件当中消失殆尽。
